Firstly, the quota of outsiders have been more on the posts of Balochistan, due to which unemployment in Balochistan is very high. 

Secondly, the people of Balochistan are far behind in the education compared to other provinces. Taking advantage of this, the people of other provinces are killing the rights of the unemployed youth of Balochistan by creating fake domiciles and this has been going on for years. Creating a fake domicile is so easy and those who can stop it are helpless and powerless. A few days ago, an examination was conducted for the vacant vacancies in a federal department which was for the people of Balochistan and those who participated in the exam came from other provinces. The ministers of Balochistan are also aware of this, but it is beyond comprehension to remain silent.

Back in 2020, the Chief Minister of Sindh launched an inquiry on fake domiciles and 150 bogus domiciles were found in 4 districts. Viewing that, one can not imagine the number of bogus domiciles in the largest province of Pakistan. The fake domicile in Balochistan has been among the issues for decades; however, it came into sight for the last 5 years. One of the main reasons is the lack of jobs and the high population in other respective areas. Rural people claim that they have no jobs in their areas. Similarly, the urban people of other provinces find it easier to find jobs and scholarships through the Balochistan quota, resulting in unemployed and uneducated Balochs. The people of Balochistan have been bearing this illegal and unjust act for year after years, hoping their right to be secured by the authority, but there seems to be no movement.

These fake domiciles are the reason for thousands of graduated yet unemployed people of Balochistan. The jobs are reserved by the other bogus domiciles. The norm of corruption is not a new concept, and corruption has strengthened its root in the localization as well. Thousands of scholarships that belong to the people of Balochistan are awarded to the people of Punjab through the Balochistan quota. The unjust and unbiased behavior towards Balochistan has left its people too behind. It is not well-known that Balochistan lags behind in every sector. The jobs, trainings, educational opportunities and much more become the part of fake people when all these belongs to Balochistan. The government jobs, national and international scholarships and education places are at stake.

Another reality is that the corruption on fake domiciles is worth billion. Thousands of governmental officials earns millions and billions with the unlawful and filthy act of corruption. Despite with their bogus domiciles and the act of depriving the deserving person of Balochistan, they are neither discipline nor honest with their job, earning millions. It’s heart-wrenching that the government officers and politicians are involved in creating fake domiciles. The protectors and watch guards are the reason for the unlawful act of fake domiciles in Balochistan. By misusing the power, government officers have created bogus domiciles of their relative and loved ones to let them enjoy the jobs that belongs to the people of Balochistan.

To put front this rising and major problem in Balochistan, in 2020 a mass online campaign with the hashtag.

Balochistan Rejects Bogus Domiciles started, that how badly Pakistan Citizenship act is violated. Each local certificate verifies that the recipient is a permanent resident of whichever specific district one belongs to. The act of creating local certificates fraudulently has surely benefitted other province people but has deprived Baloch residents effecting their educational, personal and professional life. In 2021, Commissioners from four divisions in the province were unable to verify 2,745 domicile certificates in total. In their reports to the Balochistan High Court (BHC), the commissioners disclosed.

The highest number of these bogus certifications belongs to Barkhan, Kohlu, Musakhel, Loralai, Mastung, and Chaghi. Especially when Gawadar caught the eyes as a port city and foreign started investing in it, there became a high demand for employees, and these jobs were the rights of Balochistan, however, when the projects like Gwadar Development Authority (GDA), Gwadar Port Authority (GPA), and several Chinese companies opened offices in Gwadar, the fake domicile certificate helped others to gain the opportunities and the residents of Balochistan within Balochistan once again were left behind. Unfortunately, the trend has been rising. A local youth organization Gwadar Youth Forum (GYF), has been highlighting the issue in district level protests. But no authority is ready to take concrete actions.

The Pakistan Senate issued a resolution on January 9th 2017 to investigate all local and domicile credentials of federal sector employees from Balochistan districts. However, more than 5 years after the resolution, nothing has been done. This trend can’t stop, especially when the people in power are a part of it rather than being the part to eradicate it.

Holders of these phoney domiciles applied with these papers for scholarships and jobs under the Balochistan quota. In contrast to the Punjab, for example, it is simpler for them to obtain employment under the Balochistan quota. While these individuals enjoyed the benefits of federal government employment or international scholarships, the underprivileged youngsters in Balochistan keep struggling to achieve the same benefits.

The revocation of 400 domiciles by DC Mastung should be emulated by all DCs in Balochistan, who should also speed up the domicile verification procedure. Since this procedure began in March 2019. When all of the DCs disclose information about cancelled domiciles, the scope of the issue will become clearer. The Balochistan’s civil society is eagerly awaiting the verification process’s end. Therefore, in contrast to the typical government response of lengthy delays, the government should also deal with it on a priority basis. To prevent future issues, the government must also lay down precise guidelines for granting domiciles. The complete database as well as the issue of domicile certificates must be digitalized. It’s time for the government to act resolutely against them.
