QUETTA: The President of BUITEMS Staff Association Nauman Khan has said that the extremely wrong policies of the former vice chancellor of BUITEMS during the last 16 years, the unnecessary and reckless use of funds has made the university a serious financial crisis. Salary is the basic right of the employees, but at the moment, the employees are deprived of their basic rights, there is no system of service structure, motion and time scale for the employees, the federal government has allocated 200 billion for the universities in the federal budget, while the provinces The government should allocate at least 10 billion rupees.

“We demand that the financial assets of the management team be investigated and held accountable according to the law for the former vice-chancellor, who is on the verge of suppressing the university economically,” he said.

He said this while holding a press conference at Quetta Press Club along with Senior Vice President Sohail Anwar Baloch, General Secretary Tree Shamsul Huda Mandukhel on Wednesday. He said that any religion and creed or creed put education on the first priority, even some developed countries have given the most importance to the sacred field of education, thanks to which they have made every country in the world. He said that unemployment, extremism, and religious hatred in Pakistan are the main reasons for lack of education. He said that the federal government gives 65 billion rupees annually to the Higher Education Commission, in which HSC, apart from its expenses, salaries, rent, seminars, conferences and scholarships, also gives grants to more than 145 public sector universities of the country like previous years. The fear is that the federal government is giving 65 billion rupees to HEC this time too, while the requirement is 200 billion. He said that the provincial government has given only two and a half billion rupees to the 11 public sector universities of Balochistan since 2021, although in 2022. The salaries of the employees have also been increased and the pay scales have also been revised

Despite this, the budget of universities has been kept at the same two and a half billion rupees. He said that unfortunately, in the budget of our province this year too, it is proposed to keep only 2.5 billion rupees, which is very inadequate, while the annual salaries of only two big universities, BUITEMS and University of Balochistan, are around 5 billion rupees. That is why the two major universities of the province and other institutions are suffering from the worst financial crisis in history. He said that more than 15 billion rupees have been allocated for higher education in other provinces of the country, while this year only in Sindh province, it is proposed to increase the budget of universities from 15 billion rupees to 22 billion rupees.

He said that in a short period of 20 years, Bitums has gone into a complete financial loss. The extremely wrong policies of the former vice chancellor of Bitums during the last 16 years and the unnecessary and indiscriminate use of funds have made the university a serious financial crisis. They have neither funds to pay salaries to employees, nor money for student bus costs, nor money for electricity and gas bills.

He said that since last year, Biotms employees have been deprived of their salaries for the third time, for which all the responsibility rests on Biotms management and the provincial government. He said that the country is going through the worst period of inflation in its history, instead of increasing the salaries of the employees, the old salaries have also been stopped.

He said that if the provincial government does not want to conduct a special audit or investigation regarding the financial affairs of BUITEMS, then we appreciate this process, but the question is who has not held the accountability of the other institutions including Bitums? He said that the audit is done every year by the AG’s office. If there have been wrongdoings, then how can the responsible people avoid accountability. He said that there is a shortfall of 8 billion rupees in terms of pension funds.

“Failed investment policy of EFU in the name of GP Funds which is not profitable even after 12 years, no health policy for BTUs employees and no policy for reimbursement of medical expenses by Government of Balochistan,” he added.

He said that Bitums is the only university among the public sector universities of Quetta whose employees are not getting house requisition while the rest of the universities are soft, Bitums is the only university whose employees are not being given utility allowance. He said that the total annual income of Bitums is 1500 million while the annual expenditure is 2350 million.

“Therefore, the annual loss is 850 million, for a long time, the incompetent management of BUITEMS has misled all stakeholders with wrong data and tried to cover up their wrong policies,” he added.

He said that the former vice-chancellor had illegally obtained for himself a graduation fee of crores of rupees, a monthly pension of around 7 lakhs, lifetime, medical coverage and the status of Professor Emir Yates for himself, a friend from the senate of BUITEMS, its governor Balochistan. approved by N. which was concealed. He said that there is no system of service structure, motion and time scale for Biotums employees, and a bailout package should be released immediately for BUITEMS University.
